  Is there a way to comment to a comment that is posted on your own blog?

  Yes. When you are in your dashboard, go to the comments section and then published comments. Find the one you want to reply to and click on the name of the post.
  
  You can also do it by finding the post directly on your blog and commenting.

  To get threaded comments (where your reply is directly under the specific comment), make sure that in the comments settings of the blog you've chosen the "embedded" option. See http://support.google.com/blogger/bin/answer.py?hl=en&answer=1725597
